The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, presided over the second meeting of the Opinion Commission, and directed the implementation of the strategy for scientific quality standards and institutional and program accreditation.

At the beginning of the meeting held at the University of Kerbala, in the presence of members of the advanced staff of the ministry and presidents of public universities, the Minister of Education emphasized the development and adoption of international scientific and academic standards in applying quality and accreditation standards, pointing at the same time to the importance of procedures for publishing scientific research and thoughtful dealing with solid journals.

He directed the facilitation of procedures for accepting foreign students in primary and postgraduate studies, creating websites for universities, setting up links for student registration, in addition to developing the governance environment in universities, mechanisms for developing measurement units, automated evaluation, and objective re-evaluation of open majors in universities in accordance with the requirements of the labor market, and developing academic programs to develop teaching methods. The educational process is consolidated and the treatment of publishing research in journals not accredited by the Ministry of Higher Education and its institutions.

The members voted affirmatively on a number of decisions, including:

1- Formation of a higher ministerial committee to reformulate the forms of discussion committees in order to achieve an increase in the level of scientific publication for postgraduate students and to achieve sobriety for master’s theses and doctoral dissertations.

2- Approval of approaching the Council of Ministers regarding the rules for accepting students in schools for the gifted, in order to achieve granting them appropriate privileges upon admission and after their graduation.

3- opening  evening studies in some disciplines of the Department of Cybersecurity Technologies Engineering and the Department of Chemical Industries Engineering at the Northern Technical University.

4- Studying the topic of changing the specialization for postgraduate students in accordance with scientific and objective changes and developments.

The Minister of Higher Education and Scientific Research, Dr. Naim Al-Aboudi, urged all universities to develop implementation plans to obtain accreditation in the light of specific time limits, continue to follow up the implementation of the plans and their achievement rates, identify obstacles and methods of addressing them, and provide the scientific supervision and evaluation body with a detailed quarterly report and provide the necessary requirements to complete the plans to obtain accreditation. both institutional and programmatic.

In a related context, the Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, conducted an inspection tour at the University of Kerbala, during which he opened a number of sites and green spaces within the campus environment.
