Higher Education Decides to Amend Regulations for Transferring Incoming Students

The Advisory Board of the Ministry of Higher Education and Scientific Research has decided to amend the general regulations for transferring incoming students who wish to transfer to equivalent disciplines in Iraqi universities, starting from the 2025/2026 academic year.

The text of the decision states as follows:

Students studying in universities outside Iraq may transfer to equivalent studies in Iraqi universities under the international morning private education channel (public and private) according to the following regulations:

1. All additional grade points for competitive purposes are canceled, and competition will be based on the minimum thresholds of the morning private education channel at each university.

2. The minimum grade for application and competition to transfer to medical colleges is set at 95% for public and private universities and 85% for application to transfer to dental and pharmacy colleges in both public and private universities/colleges, establishing this as the baseline for the transfer of incoming students (international and private).

3. The student must have successfully completed three academic years, with transfer requests to be submitted upon passing into the fourth year in colleges of medicine, dentistry, pharmacy, and other relevant disciplines.

4. The student must have passed all courses in the third year, whether they are core or elective courses, and should not have any incomplete courses from the first and second years.

5. The decision to cancel privileges for all categories remains in effect without exception.

6. The Advisory Board’s decision of setting (95%) for medical colleges and (85%) for dental and pharmacy colleges for students wishing to complete their studies outside Iraq shall remain in effect.
