Minister of Higher Education chairs the second meeting of the Advisory Board for 2025

Dr. Naeem Al-Aboudi, Minister of Higher Education and Scientific Research, chaired the second meeting of the Advisory Board for 2025, attended by its members from senior staff and university presidents of public universities.

At the start of the meeting, the Minister emphasized that the Ministry of Higher Education and Scientific Research is keen, under all circumstances, to maintain its scientific and service role in supporting students and enhancing leadership areas they seek.

He also stressed the importance of preserving authentic university values and maintaining academic traditions during university events, to strengthen the position of academic institutions as inspirational models in achieving their mission and developmental goals.

The Minister reiterated the commitment to working within the granted powers, facilitating the completion of procedures in accordance with legal requirements, and streamlining time and effort to serve the public interest in light of the comprehensive digital transformation and the automation of processes in the Ministry of Higher Education and Scientific Research.

The Advisory Board members discussed the items on the agenda and voted on the following decisions:

▪️ The commencement of public and private universities, colleges, and institutes in updating and submitting the data of students, faculty members, and curricula in the Ministry of Higher Education and Scientific Research’s central systems (SIS – LMS – HRMS), completing the automation project in the ministry and universities, which was launched by the Prime Minister.

▪️ The adoption of a special form for discussing higher diploma projects in medical specialties.

▪️ Raising the minimum evaluation score for faculty members to 75% in the 2025/2024 evaluation form.

▪️ Approval to allow the inclusion of Ph.D. holders with the rank of Lecturer and relevant experience and qualifications as members of scientific committees in departments when advanced academic titles are unavailable.

▪️ Approval of the draft law for the Urban and Regional Planning Institute for postgraduate studies.

The meeting also included presentations on digital transformation and automation in the Ministry of Higher Education and Scientific Research, as well as the “Study in Iraq” program. The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, concluded the meeting by directing the adherence to official working hours for academic institutions in Baghdad, according to the Cabinet’s decision starting from March 2, with appropriate timings to ensure the delivery of services, educational programs, and maintaining quality and institutional performance requirements.
