The Ministry of Higher Education and Scientific Research Issues Clarification Regarding Salary Funding Delays

Reaffirming its legal position guaranteeing the entitlements of all employees of the Ministry of Higher Education and Scientific Research and its universities and affiliated institutions, the Ministry announces its ongoing communication with the Ministry of Finance regarding the requirements of Paragraph (1/2/A) of Cabinet Resolution (40) of 2026, which is unrelated to university service allowances. The Ministry also confirms that work is underway to finalize the salary schedules for its employees in accordance with the University Service Law No. 23 of 2008 and the fixed university allowances stipulated therein under applicable legislation.

Further to the clarification issued by the Ministry of Finance, the entitlements and allowances of employees of the Ministry of Higher Education and Scientific Research are not subject to change, withholding, or postponement. The delay in salary funding is due to procedural formalities related to auditing the funding documents and their accompanying schedules.
