College of Law / University of Kerbala has discussed the Ph.D. dissertation which is entitled “rationality of criminal policy”, submitted by Awatif Alaa Al-Din Abdel-Sada.

The study aims at shedding light on rationality of criminal policy as being the most important principle of contemporary criminal policy.

The study finds out that rationality is characterized by being renewable and variable. It varies according to time and place. What is found rational in one time may be irrational in another.

The study recommends the need for Iraqi legislator to issue a law that includes a general system for crimes and administrative penalties under the title of Administrative Penal Code.
